38.2.3901    GENERAL PROVISIONS

(1) The time and place of holding hearings will be set by the commission and notice thereof served upon all parties not less than 20 days in advance of the hearing date, unless the commission finds that an emergency exists requiring the hearing to be held upon less notice. An effort will be made to set all hearings sufficiently in advance so that all parties will have a reasonable time to prepare their cases, and so that continuances will be reduced to a minimum. All hearings will be open to the public.
