38.3.404 NOTICE OF PUBLIC HEARING ON APPLICATION FOR OPERATING AUTHORITY (1) If it is necessary to conduct a public hearing on the application of a motor carrier for a certificate of operating authority, individual notice of the public hearing will be provided to only the applicant and the protestants to the application, except as otherwise required by law.
