(1) The department shall certify to the treasurer of each county the number of births, deaths, and fetal deaths registered in such county, with the names of the local registrars, and the amounts due them. Such certifications must be made annually unless in the opinion of the department it is desirable to make them more often.

(2) Registrars are entitled to a payment of $1 per certificate or monthly report filed.
