(1) The Secretary of State shall charge and collect $20 for each document transmitted by facsimile machine for filing in its office.

(2) These fees are in addition to the established filing fees as provided in these rules.

(3) All fees including filing fees must be paid within five working days of the receipt of the facsimile document submitted for filing. Failure to make payments within the five day period will result in the filing date not relating back to the date of the receipt of the facsimile copy and the facsimile filing being treated as void.
