44.9.101    INTRODUCTION, SCOPE AND INTENT

(1) The mail ballot election option is established to increase the alternatives available to local election officials and governing bodies of affected jurisdictions as they seek to provide for representative government in the most cost-effective manner.

(2) It is intended that use of the mail ballot procedures is entirely optional and within the discretion of the affected jurisdiction and election administrator. Nothing in these rules should be interpreted as requiring either the election administrator or the applicable jurisdiction to select or use the mail ballot option.

(3) The mail ballot option is not authorized for those elections specifically enumerated in the Act. It is intended that the option be used only for those elections for which circumstances make it potentially the most desirable of the available options.
