(1) For the purposes of this subchapter, the board adopts and incorporates by reference:

(a) 40 CFR Part 51, subpart I, specifying requirements for state programs for issuing Montana air quality permits;

(b) 40 CFR Part 51, Appendix M, specifying recommended test methods for state implementation plans;

(c) 40 CFR Part 52, subpart BB specifying the Montana State Implementation Plan for controlling air pollution in Montana;

(d) 40 CFR Part 60, specifying standards of performance for new stationary sources, except for 40 CFR 60.4141-4142;

(e) 40 CFR Part 61, specifying emission standards for hazardous air pollutants;

(f) Tables 4-1 and 4-3 of the Department of Environmental Quality Air Quality Health Risk Assessment Procedures/Model, January 1995;

(g) 42 USC 7412, et seq., listing hazardous air pollutants; and

(h) 40 CFR Part 75, pertaining to mercury requirements.
