1.3.211    CONTESTED CASES, INTRODUCTION

(1) A rule is an agency determination of general applicability to all persons who come within its terms. In contrast, a contested case involves an agency determination applicable to a specifically named party. "Contested case" and "party" are defined by 2-4-102 , MCA.
