(1) A lease in no way relieves the owner or holder of the leased certificate of public convenience and necessity or permit from the laws of the state of Montana and the rules and regulations of the commission governing motor vehicle carriers.   Said owner shall be held responsible for all acts of the lessee with the same force and effect as though said operations were being carried on by the owner or holder of said certificate of public convenience and necessity or permit.

(2) Such certificate of public convenience and necessity or permit may be cancelled upon the failure of any lessee to abide by the laws of the state of Montana and rules and regulations of the commission governing motor carriers.
