17.20.901 GENERATION FACILITIES, EXPLANATION OF PURPOSE AND BENEFITS OF THE PROPOSED FACILITY (1) An application must contain an explanation of the purpose of the proposed facility and the benefits that it will provide. This includes a discussion of the likely markets it will serve and any other purposes it will serve and benefits it will provide.
