38.3.2102 NOTICE OF PUBLIC HEARING ON APPLICATION FOR SALE OR TRANSFER OF CERTIFICATE OF AUTHORITY (1) If it is necessary to conduct a public hearing on an application for the sale or transfer of a motor carrier operating authority, individual notice of the public hearing will be provided to only the seller, the purchaser and the protestants to the application, except as otherwise required by law.
