42.20.630    PRODUCTION FAILURES

(1) The following types of production failures will be considered to be beyond the control of the producer:

(a) drought;

(b) fire;

(c) hail;

(d) insect infestation;

(e) frost;

(f) flood; or

(g) excessive rain.

(2) Overgrazing and other poor agricultural and horticultural management practices will not be considered sufficient intervening causes of production failure.
