24.9.413    EFFECT OF DECLARATORY RULING

(1) Commission rulings and orders on petitions for a declaratory ruling are binding only upon the commission and the parties to the petition.

(2) The commission may limit the scope and application of the ruling of order to the facts or the situation presented by the petition and the evidence. The commission may also limit the precedential weight it will give to any such ruling or order.
