(1) When an individual submits an application on a state form and disagrees with the department's decision as to the individual's eligibility for a subsidy or the amount of the subsidy, the individual shall be entitled to a hearing to the same extent as provided to Medicaid applicants and recipients in ARM 37.5.103.
