(1) Except as provided by ARM 24.29.1537, conversion factors shall be established annually by the department by increasing the conversion factors from the preceding year by the percentage increase in the state's average weekly wage. If for any year the state's average weekly wage does not increase, the rates will be held at the existing level until there is a net increase in the state's average weekly wage.

(2) Beginning in 1994 the special procedure codes and descriptions may be updated by the department as necessary to maintain the most current procedural terminology. Updates may include the addition or deletion of individual procedures or the revision of individual procedure codes or descriptions.
