6.2.107    CONTESTED CASES, FINAL ORDERS

(1) A final

decision or order adverse to a party in a contested case shall

be in writing or stated in the record. A final decision shall

include the following:

(a) Rulings on admissibility of offered evidence.

(b) Rulings on proposed findings of fact.

(c) Findings of fact those matter which are neither

agreed as facts or which, when disputed, are determined by the

fact finder, on substantial evidence, to be a fact over

contentions to the contrary.

(d) Conclusions of law applications of the controlling law to the facts found and the legal results arising therefrom.

(e) Orders the actions taken by the agency as a result of the findings of fact and conclusions of law.
