(1) Every raptor possessed under this part must be banded with a numbered, nonreusable marker provided by the United States Fish and Wildlife Service (service) or with a marker provided by the competent wildlife management authority of a foreign country that meets the federal marking standards described in section 21.30(d)(3) of the federal raptor regulations.
