(1) Issuance of a license, contacts with junkyard operators and owners and other administrative work in connection with these regulations will be handled by the Right-of-Way Bureau. Legal work will be handled by one attorney designated by the Administrator-Legal Division, who will give legal advice, write letters and perform other legal services in connection with the program. Requests for commencement of legal action to abate a junkyard as a nuisance or other requests for court action will be channeled through the Administrator-Legal Division. The Right-of-Way Bureau is authorized to promulgate procedures and make interpretations necessary for the further conduct of the program.
