(1) As provided in ARM 2.21.1428 and 2.21.3617, for an applicant claiming an employment preference, agencies must:

(a) provide the applicant a written notice of the hiring decision;

(b) maintain a record of which applicants were notified; and

(c) record the date the notification was sent.
