24.21.1011    MINIMUM GUIDELINES FOR PROGRAMS

(1) V.A. regulation 14262 and Section 1777, Title 38, U.S.C. provide that certain requirements must be established and met before approval can be granted by the Apprenticeship Bureau to enroll veterans in On Job Training for the purpose of G.I. Bill benefits.

(a) The training content of the course is adequate to qualify the veteran for appointment to the job for which he is being trained.

(b) There is reasonable certainty that the job for which the veteran is to be trained will be available to him at the end of the training period.

(c) The job is one within which progression and appointment to the next higher classification are based upon skills learned through organized training on the job and not on such factors as length of service and normal turn-over.

(d) The wages to be paid the veteran during the training period are not less than those paid nonveterans in a similar training position. Additionally, wages paid to a veteran at the start of training must be at least 50 percent of the wages paid for the job for which he is to be training; there must be at least one increase in wages during the training period, and not later than one (1) full month prior to completion of the training period the wages will be at least 85 percent of the wages paid for the job for which the veteran is being trained.

(e) The job customarily requires a period of training of not less than six (6) months and not more than two (2) years of full time training.

(f) The length of the training period is no longer than that customarily required by the establishment and other establishments in the community to provide trainees with the required skills, arrange for the acquiring of job knowledge, technical information and other facts which the trainees will need to learn in order to become competent on the job for which they are being trained.

(g) Provision is made for related instruction for the individual veteran who may need it.

(h) There is in the establishment, adequate space, equipment, instructional material, and instructor personnel to provide satisfactory training on the job.

(i) Adequate records will be kept to show the progress made by the veteran toward his job objective and will be made available to representatives of the Veterans Administration the State Approval Agency at their request.

(j) Appropriate credit will be given the veteran for previous job experience, whether in the military service or elsewhere, his beginning wage adjusted to the level to which such credit advances him and his training period proportionately shortened.

(k) A signed copy of the training agreement for each eligible veteran, including the training program and wage scale as approved by the State Approval Agency, will be provided to the veteran, to the Veterans Administration regional office, and the State Approving Agency by the employer.

(l) All records pertaining to veteran's training, including payroll records, will be made available to representatives of the State Approval Agency and the Veterans Administration at their request.
