(1) The employees eligible to vote shall be those within the unit on the date of the filing of the petition excluding those employees who have voluntarily terminated their employment between the filing date and the date of the election.

(2) At least 7 days prior to the election, the employer shall furnish to each labor organization which is party to the proceeding, a list of names and addresses of the employees eligible to vote.
