(1) When the notice of application is republished, scheduled hearings shall be continued until the time period for filing objections (as set forth in the republished notice of application) has expired.

(2) The cost of republishing the notice of application shall be paid by the applicant. However, if the department fails to send a notice of application to the applicant for review the department shall pay for said costs. No hearings shall be held until the applicant has paid all costs incurred under this rule.
