(1) The purpose of this sub-chapter is to establish an optional ratemaking process for regulated gas, electric, water and sewer utilities. This process is designed to match the rates authorized by the commission for utility services to the costs actually incurred by the utilities in providing such service; and to increase the commission's scrutiny of the rates of return achieved by the utilities.
