(1)  Every person acting as a first purchaser shall have obtained a license from the committee before doing any business in Montana.

(2)  Failure to comply with reporting requirements as prescribed in 80-11-414, MCA or any other requirements imposed by Title 80, chapter 11, MCA, shall be grounds for question of good character and licensing may be withheld or revoked by the committee until such provisions are complied with.
