(1) The council hereby adopts and incorporates by reference rules 1 through 28 of the attorney general's model procedural rules. A copy of these rules may be obtained from the staff of the Montana Agriculture Development Council, Agriculture/Livestock Building, Helena, Montana 59620. Hearings on applications shall not be considered contested cases.
